In continuation of my Confidential

Despatch of even date, I have the honour to transmit, for

Your Lordship's information, the enclosed copy of cor-

-respondence with the Viceroy of the Two Kwang on the

subject of leakage of information concerning recent

official correspondence on the subject of the supervision

of emigration to Peru together with translation of an

extract from a local Chinese Newspaper in which the result

of that correspondence is made public. The Editor of the

*China Mail" Newspaper has courteously informed the

Colonial Secretary that the information contained in the

paragraph published on 11th. ultimo was obtained by &

Japanese from the Foreign Bureau of the Viceroy's Yamen.

The publication of official

correspondence in the Chinese Press is one of the out-

-comes of the want of control now exercised by the High

Provincial
